I use
Gun Oil(
http://www.stockroom.com/Gun-Oil-Lubricant-P1988.aspx ) for shine but it's sold as a lubricant. Of all the lubes sold it's the "best bang for the buck". But still not cheap.
For a better deal, on Fet', they recommend Silicone Oil in bulk:
http://www.chemistrystore.com/Chemicals ... e_Oil.htmlFrom what I've read, outside my own experience, EVERY shiner product is "greasy" and leaves a residue on what it touches, just the nature of the fetish.
As for the dressing aid part, I just use talc as I'm not a super duper latex fetishist, just a casual kinda perv'

If you have a FL account here's the link to the "primer" for dressing aids and shiner:

P.S. Oopsie's, forgot to answer the question

Simply no, they are not the same thing. Although it's better to use lube as a shiner than to use a shiner
only as lube.
EDIT: FYI: WATER BASED lube on your latex is a no-no
