I think step one would be to find out exactly what was going on - that would mean removing the gag, blindfold, and probably fully untying her so that the subsequent conversation lacked any complicating power dynamics.

I think the conversation would have to include whether or not this was her idea, and what a damn fool thing to do this was.

I don't think I'd get police or other authorities involved unless it became clear that there were consent or serious mental health anomalies at play. But since this is a person I don't know and don't have any kind of relationship with (and who apparently has a ... complicated ... relationship with someone else), play would be very much off the table at that point.

I would take the no touch approach and immediately call the police to avoid any possible accusations from the woman.
You never know what kind of crazy person might be in front of you and no touch means no forensic evidence. If she never saw you and there is no evidence of contact, an accusation is not credible.
