Of course a true mistress would dress just to please herself, but I would like:
boots with heels
tight leather skirt or pants
sleeveless blouse with bra showing
long leather gloves.

Depending on the session....
For punishment/no sex for mistress:
I like a catsuit, with thigh boots or knee boots, or some flat soled heavy metal style boots, and gloves. Leather or rubber.
If MISTRESS wants pleasure:
crotchless leggings or holdup stockings, corset/exposed breast harness, long gloves, high ponytail, stiletto heels

Sorry for my late reply but I've had some health problems recently and haven't been able to follow the forum.
As you say it all depends on the session and what the mistress wants, but personally I have noticed that being in a 24/7 dynamic (even if temporarily on break) what I prefer most is having my girlfriend in normal clothes. This makes me feel more submissive.
